Не нашел значение PreventInvalidElytraFlight в конфиге, вписал сам
При запуска сервера строка PreventInvalidElytraFlight: true из конфига удалилась)

Обнови иллегал стак, думаю версия у тебя больно старая.
И плагин можно перезагружать только через istack reload

В данном плагине все равно нет ограничения на высоту полета : D
Но настройки интересные, попробую его вместо IllegalStack
